Personality: Tobi's a good boy! NOT! It's a silly way to summarize it, but in truth, that is very simply the condensed version of Tobi's personality. Because there are two parts of Tobi, before is evil-ution and after, it's important to divide up the many details that make up the man behind the mask.
Tobi when he first appears in the show is pretty much a failure. Sasori had just lost his fight against Sakura (the female team member of Naruto). Tobi is with Zetsu, who is examining the corpse. Tobi being Tobi, he finds a ring of the Akatsuki, asks if he can join. When admitted, he tosses the ring up to catch it victoriously, and successfully drops it into the cracks of the cavern they stand in. WOOPS. Tobi is immediately depicted as a klutz. So much for the ring; Tobi also tries to steal Deidara's ring under the assumption he's dead. Deidara isn't, they discover, but regardless of Tobi's inability to obtain a ring, Tobi is admitted as the youngest member of the Akatsuki. His value is unappreciated by many of the Akatsuki members early on, and many never discover how much influence he has.
Tobi proves himself yet again "useless" and generally ridiculous. Tobi comes off as cocky and weak, making him almost charming in his demeanour. He becomes Deidara's new partner (after the loss of Sasori, mentioned earlier) and together are sent after the Sanbi, one of the tailed-beasts that terrorize the shinobi world. Tobi remarks about how large it is, and immediately passes the job off to Deidara. He refuses naturally, and as a result, Tobi exercises his master ability to run like hell and get the outta there. In the end, Deidara is the one who kills the beast. Tobi, on the other hand, is more than happy to climb on top of the near-dead best and claim the victory: "Deidara-san! Did you see my jutsu?! This thing was nothing for me!" Later a fellow Akatsuki member remarks that running away is one of Tobi's greatest skills. He even runs away when "frightened" but Sasuke upon their first encounter.
Tobi isn't particularly responsive in battles either. During and encounter with Sasuke, Tobi stands stupidly where he is as Sasuke charges forward, attacks, and "kills" Tobi. He doesn't respond to it beyond saying "huh?" Tobi falls to the ground, but stands up moments later. Deidara seems unaware of what happened, but Sasuke notes that the blade definitely went through Tobi. More on his powers in the ‘strengths’ section.
Tobi often shows sign of general ignorance to Deidara's "authority" over him, and quite frequently insults, assumes the death of, or puts down Deidara. One such instance pops up in the anime, which Deidara and Tobi are sitting down, when Tobi points out a clay figurine. He remarks that it looks very similar to Deidara's works of art.... or maybe Deidara was just copying off the figure's style. At one point, during a battle between Deidara and Sasuke, Tobi jumps to the very sudden conclusion that Deidara had been killed, instantly despairing the loss of his SEEEEENNNNN-PAAAAAAIIIII. Deidara appears shortly afterwards, scolding Tobi for underestimating his strength. "Ah! So you survived!" Tobi does it again, later, cursing his senpai; "I told you that you'd die in an explosion!!!! Stupid Senpai!!!"
Interesting to note is that regardless of Tobi's obvious disrespect for his senior, Tobi uses the respectful "Deidara-san" and "Senpai" when addressing Deidara. He uses many formalities when speaking to all of his seniors, in fact, saying things like "Itachi-san" and using the address "Sasuke-kun." His general "trolling" nature isn't his most prominent, and seems to be acquainted with all of Deidara's attacks. In one case, Tobi assists Deidara in his attack, planting bombs in the ground for him. One could say that he makes a certain effort to help Deidara, and is not Deidara's enemy in any way.
Deidara dies in that fight against Sasuke, and from his time point Akatsuki assumes that Sasuke is also dead. Kisame is the one who remarks that Tobi was good at running away, and seems surprised in a way that Tobi didn't get out of it alive. He also comments that Tobi had ""the ability to turn a gloomy organization cheerful...." It's an accurate description of who Tobi is as a general character, and also how he will be played from his canon point! Tobi is, summarizing the above parts, a happy, rude, stupid, and almost-loveably character in his generally durpy nature. He screams and shouts when he's introuble, flails around like a madman at times, and teases quite frequently. AHe hardly seems like a threat, though one should know better than to underestimate him for his assocation with the Akatsuki.
Okay this is where the "NOT" part comes in.
Tobi is definitely NOT what he appears to be. He's NOT a good boy, and he's NOT loveable, and he's NOT any kind of a weakling. In fact! He's basically the main villain of the series. WOOPS?! Being realistic, Tobi is a manipulative bastard with an excellent ability to act. In hindsight it's really quite the slimy act--one such instance of extreme slime-dom is when Deidara is about to begin the battle against Sasuke. Tobi remarks, perhaps to himself: "I'm gonna’ have to apologize to Itachi-san after this."
Just following that, we see the momentary inability to respond to Sasuke's attack. The sword fazes right throught Tobi, and he falls over as if dead. The obvious reason for this is to lure Sasuke (and probably the reader too, since Kishimoto is the troll master) into thinking that the attack had possibly missed. Past his canon point, during the battle against the Leaf shinobi, Tobi takes on a very "sassy" demeanour, indirectly taunting them. In the anime, every shinobi attack him from different angles, but Tobi "flawlessly" dodges every attack, yelping at some, and finally letting out a cry of victory upon dodging Sakura's punch: "OLE~" In the manga, Kiba makes a reckless attack upon Tobi, to which he simply sidesteps; Kiba didn't even graze his shadowy being.
One interesting thing to note is that Tobi calls himself Uchiha Madara, one of the original founders of Konoha long before the series started, after exposing himself as a real threat. However, only in recent chapters do we find out that Tobi lied about this connection, and because of that much of his motivation is uncertain and undefined. It is obvious that Tobi seems to have a certain level of contempt for the Senju clan (the leader and first hokage, Senju Hashirama, competed against Uchiha Madara for the position of hokage). Tobi leads others on with this fake identity, using it as a “reason” for his revenge against Konoha.
Tobi never reveals himself that he is not Madara, nor did he ever indent for the truth to get out; the fault is Kabuto’s, a skilled medical ninja who can raise the dead. In more recent chapters, the Kage of the Ninja Alliance are at battle with the real Madara, raised from the dead. Due to all of this, it is unknown who Tobi really is: he even tells Naruto during their most recent fight that Naruto may call him Tobi, Madara, or anything else. It didn’t matter what he was called, it didn’t change how Tobi was to meet his goals. It can be assumed that Tobi is an extremely secretive character due to all of this. In every appearance that Tobi has made, from his appearance battling Minato to the most recent chapters, Tobi’s face has been covered by one mask or another.
There is one instant which Tobi almost reveals his face to another person wiling, and another unwillingly. When telling Sasuke the ‘full story’ about the genocide of the Uchiha clan, Tobi tries to solidify their ‘trust’ by showing Sasuke his face. Only a portion of Tobi’s face is revealed before Sasuke attacks him. The second time this occurs is in his battle against Konan, which she exposes many of his weaknesses, and destroys half of his orange mask.
Manipulation is the key to Tobi’s goals, and he’s extremely good at it. The Akatsuki was originally created by Yahiko, and later adopted by Nagato (also called Pain), Yahiko’s friend. Tobi apparently had a hand in the creation of the organization some years before, although this is based on Tobi’s own claim, meaning he could just as easily be lying. Either way, even though Tobi is “the newest member,” Tobi was really pulling strings in the background for quite some time. It is certain that Tobi uses Nagato as a way to further his own plans, and no doubt convincied Nagato to collect the tailed beasts. Tobi, of course, doesn’t care what it is Nagato could use the beasts for, he has plans of his own.
Sasuke also becomes another important resource for Tobi, becoming his errand boy on several occasions. He uses Sasuke to cause a huge ruckus at the Kage summit, just so he could make a flashy appearance, exploit his own plans, and then declare war. Tobi was pretty much aware that Sasuke couldn’t do exactly what he’d asked for, which makes you figure he’s got Sasuke kinda whipped. He also convinces Sasuke to kill Danzou and try to defeat Killer B.
Tobi’s master plan in it all is to create a new world in his own image with the power of the tailed-beasts. He uses Akatsuki to collect the tailed-beasts scattered throughout the shinobi world; several of the Akatsuki are aware that the role that Tobi is playing as a weak ninja is an act. One could laugh a little at Tobi when he reveals this plan because it is so typical bad guy. In short, Tobi causes a big ruckus, makes a flashy entrance, reveals all his plans, and then declares war right in front of all the Kage. And why? Because he can. Tobi can be pretty darn arrogant, as you can see. He pulls the same stunt with Naruto because Tobi is certain that he cannot be defeated. This ideology definitely melts into his canon-point personality.
Finally, Tobi is merciless. He will ruin lives, kills babies, and even break a guy’s neck, then sacrifice other guy to bring the first guy back to life. All around jerk, basically. Tobi’s only interest is the completion of his goal, and takes no interest in other people’s agenda. Regardless of the sacrifices, Tobi is willing to take a gamble if it means he can pursue his goal further.
Strengths:
Physical strength! As any ninja, Tobi can use a small slew of specialized jutsu. His element is earth, referenced at least during the battle of Deidera vs Sasuke, which he digs into the ground to bury bombs. Kisame’s joke about Tobi being good at running away wasn’t really that much of a joke. Tobi is very quick when he wants to be, however in this state he is very unlikely to attempt to dodge attacks that may be otherwise impossible to dodge. Part of the jutsu that makes him so special is the ability to warp space (depicted shortly after the battle as he slowly disappears behind his own arm.) Thanks to this Space-Time jutsu, he’s also able to travel far distances in a short period of time He can allow objects to pass through him at will, including the Rasengan that Naruto throws at him at his canon point.
Tobi also poses two special eyes, the sharingan and the rinnegan. Neither he uses actively at this point in canon, perhaps using the exposed sharingan to determine his apponents moves. It is certain that with the sharingan, Tobi is able to enslave any of the tailed beasts.
Intellectually Tobi is a master strategist. He ran Akatsuki from an underling position, and manipulates Pain, the assumed leader, from the shadows. Aside from that, in later canon Tobi manages to manipulate Sasuke into his own puppet, exposing the truth of Itachi’s past and thus twisting Sasuke’s already vulnerable mind into doing his bidding. One such case, Tobi convinces Sasuke to go and assassinate Danzou, the man that plotted the genocide of the Uchiha clan.
Weaknesses:
Tobi’s powers come with a slew of complications. First of all, when Tobi absorbs people into his space-time vortex, he needs to solidify to do it. Konan, later as she battles much later in canon, reveals that Tobi has the ability to make himself intangible for only five continuous minutes before the jutsu stops working—it was thanks to this discovery that Konan was able to damage him so severely during their battle.
Tobi also, seemingly, isn’t much of a fighter himself. Many of his “battles” seem to consist of third party assistance, which could explain why the much more loveable Tobi is less fond of fighting than one might presume. Deidara could be considered his third party in most of these cases during his early canon; however, Sasuke later becomes a sort of replacement, as well as the use of tailed-beasts in his more recent fight with Naruto.

1. Do you have any secrets? Would you ever tell them to anyone? What would make you reveal them?
I have secrets just like anybody else, and just like anybody else, I require that only certain persons know them. After all, a man would go mad without any privacy, but we can’t keep every secret to ourselves. Men with true strength and value are the only ones I would trust with these secrets; you wouldn’t happen to be asking if you qualify or not, would you? ((a rise in pitch at the end expresses a certain level of amusement.))
2. What are you ashamed of?
((Gonna’ have to take a pause for that one. He can’t admit the worst of his failures.)) My inability to claim the Kyuubi was a slip up, and not my most proud moment; however, obtaining it once more won’t be a problem.
3. What is the most successful thing you’ve ever done?
The Akatsuki has given me nearly all of the tailed beasts with hardly any effort at all. So long as Pain continues his good work, it will only be a matter of time before my plans are complete. I should say they have been, so far, the most vital component.
4. Name the most important emotion, in your opinion, and explain why you made your choice.
There isn’t a “most” important emotion. In fact, all emotion is disruptive. It misleads people. ((Much to his own benefit.)) If you want to know the least important or most consequential, I could certainly answer that.
5. What is your greatest ambition?
I look to bring peace. This world has gone on too long with its war-like style; it’s time somebody fixed that. ((What’s a few bodies along the way?))
Third Person:
It’s an interesting turn of events. One moment Naruto was flying at him, the next moment, he wasn’t sure where he was. His eyes flash open and he sits up quickly, instantly moving from where he sat to a near tree, pressing his back flat against it. His heterochromic eyes dart about, trying to identify what it was that had happened. The area around him was unfamiliar.
The leave shinobi were there just moments before—perhaps he’d misused his time.. No what was he talking about. There was no way he could misuse something he was so expert at manipulating. Letting his breath come out in shallow huffs, he silenced himself entirely. Now, wherever it was he’d found himself, it didn’t appear that he’d been taken hostage by the leaf village, nor did it appear that he was anywhere near where he’d previously been. The trees and grass weren’t the same as before. It couldn’t be a genjutsu; his sharingan would have dispelled it. Clothes lay near where he’d first awoke, those that he recognized; his mask included, though the Akatsuki jacket was missing.
No matter; he didn’t need it that badly. The important thing he had to do now was find Sasuke, whom he knew was in the area. Itachi was finishing his job, and the pieces of the puzzle were falling together as he needed them to. Once Itachi was out of the way, nothing could stop him. He slipped his proper garments on, gratefully finding his bright orange mask at the bottom of the pile. He was grateful to find the mask laying under the pile, pulling it over his face and looking around. This was more like it!
So far so good; the leaf shinobi were nowhere to be found. He glanced about, standing slowly that his back never left the tree. Something was out of place, he realized, reaching back to find the semblance of birds’ wings attached to his back. He scowled through the hole in his mask, hidden away by shadows. If he figured out who was behind this, there would be hell to pay.

Tobi also poses two special eyes, the sharingan and the rinnegan. Neither he uses actively at this point in canon, perhaps using the exposed sharingan to determine his apponents moves. It is certain that with the sharingan, Tobi is able to enslave any of the tailed beasts.
Intellectually Tobi is a master strategist. He ran Akatsuki from an underling position, and manipulates Pain, the assumed leader, from the shadows. Aside from that, in later canon Tobi manages to manipulate Sasuke into his own puppet, exposing the truth of Itachi’s past and thus twisting Sasuke’s already vulnerable mind into doing his bidding. One such case, Tobi convinces Sasuke to go and assassinate Danzou, the man that plotted the genocide of the Uchiha clan.
Weaknesses:
Tobi’s powers come with a slew of complications. First of all, when Tobi absorbs people into his space-time vortex, he needs to solidify to do it. Konan, later as she battles much later in canon, reveals that Tobi has the ability to make himself intangible for only five continuous minutes before the jutsu stops working—it was thanks to this discovery that Konan was able to damage him so severely during their battle.
Tobi also, seemingly, isn’t much of a fighter himself. Many of his “battles” seem to consist of third party assistance, which could explain why the much more loveable Tobi is less fond of fighting than one might presume. Deidara could be considered his third party in most of these cases during his early canon; however, Sasuke later becomes a sort of replacement, as well as the use of tailed-beasts in his more recent fight with Naruto.

Ohhh but this book is nice! Tobi hears lots of strange voices coming from inside of his book. It’s like it’s talking to me. ((he leans into the pages of the book.
It’s very quiet for a time, as if he’s experiencing the words inside the pages.))
HARROOOOOOO!!!! Teehee, what a funny contraption this is. Can people hear Tobi, also? Tobi should introduce himself!

"Madara" Tobi
1. Do you have any secrets? Would you ever tell them to anyone? What would make you reveal them?
I have secrets just like anybody else, and just like anybody else, I require that only certain persons know them. After all, a man would go mad without any privacy, but we can’t keep every secret to ourselves. Men with true strength and value are the only ones I would trust with these secrets; you wouldn’t happen to be asking if you qualify or not, would you? ((a rise in pitch at the end expresses a certain level of amusement.))
2. What are you ashamed of?
((Gonna’ have to take a pause for that one. He can’t admit the worst of his failures.)) My inability to claim the Kyuubi was a slip up, and not my most proud moment; however, obtaining it once more won’t be a problem.
3. What is the most successful thing you’ve ever done?
The Akatsuki has given me nearly all of the tailed beasts with hardly any effort at all. So long as Pain continues his good work, it will only be a matter of time before my plans are complete. I should say they have been, so far, the most vital component.
4. Name the most important emotion, in your opinion, and explain why you made your choice.
There isn’t a “most” important emotion. In fact, all emotion is disruptive. It misleads people. ((Much to his own benefit.)) If you want to know the least important or most consequential, I could certainly answer that.
5. What is your greatest ambition?
I look to bring peace. This world has gone on too long with its war-like style; it’s time somebody fixed that. ((What’s a few bodies along the way?))
Third Person:
It’s an interesting turn of events. One moment Naruto was flying at him, the next moment, he wasn’t sure where he was. His eyes flash open and he sits up quickly, instantly moving from where he sat to a near tree, pressing his back flat against it. His heterochromic eyes dart about, trying to identify what it was that had happened. The area around him was unfamiliar.
The leave shinobi were there just moments before—perhaps he’d misused his time.. No what was he talking about. There was no way he could misuse something he was so expert at manipulating. Letting his breath come out in shallow huffs, he silenced himself entirely. Now, wherever it was he’d found himself, it didn’t appear that he’d been taken hostage by the leaf village, nor did it appear that he was anywhere near where he’d previously been. The trees and grass weren’t the same as before. It couldn’t be a genjutsu; his sharingan would have dispelled it. Clothes lay near where he’d first awoke, those that he recognized; his mask included, though the Akatsuki jacket was missing.
No matter; he didn’t need it that badly. The important thing he had to do now was find Sasuke, whom he knew was in the area. Itachi was finishing his job, and the pieces of the puzzle were falling together as he needed them to. Once Itachi was out of the way, nothing could stop him. He slipped his proper garments on, gratefully finding his bright orange mask at the bottom of the pile. He was grateful to find the mask laying under the pile, pulling it over his face and looking around. This was more like it!
So far so good; the leaf shinobi were nowhere to be found. He glanced about, standing slowly that his back never left the tree. Something was out of place, he realized, reaching back to find the semblance of birds’ wings attached to his back. He scowled through the hole in his mask, hidden away by shadows. If he figured out who was behind this, there would be hell to pay.
